• Tasks and functions

    As a central specialized authority of the public administration the Ministry performs the following functions:

    1. develops and coordinates the implementation of national policies on the development of the information society and the legal and normative regulation of the information industry, telecommunications, postal and state information resources, according to the world trends;
    2. monitors and participates in the implementation of the national strategy for information society development "Digital Moldova 2020";
    3. ensures the adjustment of national legislation with European Community legislation, by promoting at the national level standards and international regulations in the field of information technology and communications;
    4. participates jointly with other specialized central authorities of public administration and local administration authorities in the elaboration of the state policy in the field of information security and information protection;
    5. coordinates and assists public authorities in the development of ICT projects;
    6. submits proposals for improving the training system of staff in the field of information technology and communications;
    7. monitors and evaluates the implementation and the impact of sectorial policies elaborated by the Ministry;
    8. endorses the projects on implementation of information technology and communications;
    9. coordinates and monitors the production of blanks of strict accountability containing security features (except for tax invoices) used by public authorities, of the stamps with the State coat of arms, service permits, special holographic signs (technical inspection stickers) and signs for registration of vehicles (vehicle registration plates);
    10. represents the Government, in the manner established, within the specialized international organizations, drafts the projects on the cooperation and coordinates the ICT bilateral and multilateral relations with other countries and within the international organizations;

    According to the granted by the legislation competences, the Ministry also performes the following specific functions:

    in the area of information technology, state record and information resources:

    1. promotes the policy and strategy on the administration of the top level domain “MD”;
    2. contributes to the development of the necessary tools for trade and electronic services, development of digital content;
    3. coordinates the creation (by endorsing technical concepts of creation and exploitation of State resources and information systems), the exploitation and registration of State information resources (including informational objects which are constituent parts of the State information resources),State information systems (including technical documentation), documents and blanks of strict accountability (domain registration certificates, information systems certificates of conformity);
    4. ensures legal, organizational and financial conditions for creation and holding of the State Register of Population, the State Register of Legal Entities, the State Register of Vehicles, the State Register of Drivers, the State register of Information Resources and Systems and the National Geographic Information System, organizes the development of the automated informational systems intended for holding the registries, ensures the registration of objects subject to registration, ensures the authenticity, completeness, integrity, safety and protection of registers data, provides the access of the final recipients to the data of the registers in accordance with the legislation in force and with the rules of data storage;
    5. provides the access of public authorities, law enforcement and control authorities, economic agents and other legal entities to the the State information registers and departmental registers via the automated information system "Web Access" (information visualization), "Common Object Interface" (the interaction of information systems) and "statistics" (statistical data);
    6. ensures the information systemssecurity and documented information protection that falls under the competence of the Ministry;
    7. performs methodological administration of the sectorial state information centers, develops requirements and technologies for creation and operation of automated information systems that form the State information resource systems, carries out control over their observance;
    8. approves the requirements for training, record keeping, storage, use and management of State information resource systems, including Cybernetics protection of them;
    9. coordinates and monitors the activities related to the production and ensuring technical protection of identity documents, registration at domicile and/or residence and stricking-off from records, issuance of identity documents to citizens of the Republic of Moldova, as well as registration of foreigners who entered into the Republic of Moldova through the Transnistrian segment of the Moldovan-Ukrainian border uncontrolled by the Moldavian authorities;
    10. coordinates and monitors the examination of appeals concerning the authorisation of emigration and repatriation of the citizens of the Republic of Moldova, as well as the persons applications regarding the citizenship of the Republic of Moldova;
    11. coordinates and monitors the identification and registration of vehicles and the aggregates with manufacturing numbers,the process of manufacturing, restoration, change and issuance of certificates and license plates, the manufacturing of commercial invoices blanks for vehicles and the associated aggregates thereto , inspection sticker and blanks of vehicles inspection reports, conventional marking of depersonalized vehicles and their aggregates;
    12. coordinates and monitors the organisation of tests for obtaining the driving license, production, restoration, change and issuance of driving licence, production of graduation certificates blanks for drivers;
    13. ensures the collaboration with the law enforcement entities by contributing to detect wanted persons, vehicles, aggregates and their documents;
    14. coordinates and monitors the issuance of certificates and extracts from the State Register of Population, State Register of Vehicles and the State Register of Drivers;
    15. coordinates and monitors information provision from the State Register of Population, State Register of Legal Entitites, State Register of Vehicles and the State Register of Drivers through automated information systems;
    16. develops and coordinates the implementation of policy documents on population record and documentation, vehicle registration and record, drivers’ record;

    in the area of electronic communications:

    1. approves the numbering plan and elaborates Strategy on using radio frequencies bands in civil purposes;
    2. promotes and drafts policy documents on the efficient distribution and use of radio friequncies spectrum for non-governmental use and coordinates the process of electromagnetic compatibility provision;
    3. oversees and manages the radio frequencies spectrum for non-governmental use;
    4. defines the way and conditions of using the electronic communications networks for defense and national security needs in case of force majeure and exceptional situations;
    5. ensures record of radiocommunications stations, radio frequencies and channels, selection, calculation and planning of frequencies and/or radio channels, international and national coordination, notification of frequency bands, channels or radio frequencies;
    6. ensures the monitoring of the radio frequencies spectrum, approves the mode for creation and maintainance of the national radiomonitoring system;
    7. coordinates the elaboration of the National Table of Frequencies Bands Allocation (NTFBA);
    8. approves the technical regulations on the use of radio frequencies spectrum, the operation of radiocommunications stations and networks, design, building (installation), maintenance, dismantle, replacement, transfer of public electronic communications networks or infrastructure elements, upgrade and their operation, the modes and procedures for the authorization of radio stations on ships;
    9. establishes, within the limits of its competence, the method and procedures regarding the import and placing on the market of the electronic communication products and ensures the conformity assessment of the electronic communication equipment;
    10. carries out control over radio-electronic means emitting electromagnetic waves, used for civilian purposes, as well as control of conformity of electronic communication equipment placed on the internal market and/or put into service with the essential requirements set out in the applicable technical regulations;
    11. coordinates the development of electronic communications in the other sectors of the national economy;
    12. contributes to the implementation of new electronic communications services.

    In the area of Postal communications:

    1. sets the postal pricing policy;
    2. ensures the development of annual programs of postage stamps issue, setting their structure and thematic, issues stamps and postal products;
    3. contributes to the implementation of new postal services.
    4. supervises the reporting entities concerning the observance of legal provisions on preventing and fighting money laundering and financing of terrorism;

    In the area of the creation and management of the Single Emergency Service 112:

    1. develops, promotes and monitors the implementation of the policy and normative framework for the operation of the Single Emergency Service 112 (hereinafter referred to as - 112 Service);
    2. ensures the drafting of the Strategy on the development of the 112 Service;
    3. sets the main directions of the 112 Service activity;
    4. appoints and dismisses the Director of the 112 Service;
    5. ensures the international cooperation and coordination of the activity concerning the implementation of continuous development projects of the 112 Service;
    6. approves the nominal competence of the 112 Service Administration Board;
    7. draws up the 112 Service Regulation, as well as examines and promotes the proposals for its amendment and supplement, reorganization and dissolution.


    The main tasks of the Ministry

    1. draw up, ensure the implementation, monitoring and assessment of the national policies necessary for the implementation of the Government’s activity program;
    2. provide the development of the normative and institutional framework and harmonise the national legislation with the European legislation in the areas of its competence;
    3. create favorable conditions for the development and widespread use of the information and communication technology potential by the public authorities, business environment and citizens in order to achieve the economic, social and cultural objectives for the benefit of the public;
    4. strengthen and develop the ICT infrastructure and improve the access to ICT services for the beneficiaries;
    5. create favourable conditions for the development and improvement of the national digital content and digitization of the existing national content, implementation and use of electronic services;
    6. create conditions for enhancing the security and confidence of the population in the digital space;
    7. develop, promote and monitor the implementation of the policy and normative framework in the field of Single Emergency Calls Service 112 operation.
