The draft law amending and supplementing the Law on Electronic Communications No. 241-XVI of November 15, 2007 was adopted on 07.07.2017 in final reading by the Parliament.
The document was developed by the Ministry of Information Technology and Communications and is part of the National Action Plan on the implementation of the Association Agreement between the Republic of Moldova and the European Union, ensuring the harmonization of the national legislation with the European Union Framework Directives for electronic communications.
The draft law establishes a legal framework favourable to a more dynamic implementation of the policy and strategy for the development of electronic communications sector of the Republic of Moldova, the rights and obligations of the parties involved in the process of creation, management, operation and use of public electronic communications networks.
The project amendments aim at promoting the efficient management and use of radio spectrum resources in order to provide users with high-quality, modern and useful electronic communications services at reasonable prices, as well as implementing the new generation technologies and services, including ensuring the integrity and security of public electronic communications networks and services.
By supplementing the draft law with a new chapter on the protection of privacy in the electronic communications sector, the protection of citizens’ rights and fundamental freedoms, in particular the right to privacy and respect for private life in personal data processing will be enhanced.
Thus, the adoption of a law harmonized with the EU directives becomes the most efficient way to promote the competition in the electronic communications market, stimulate the investments in the development of public electronic communications networks and services and offer to all the citizens of the Republic of Moldova high quality services at accessible tariffs.
